Little did Diana Nelson know in 1992 that her recommendation to the Pennington County Auditors office would some day have such broad applications. "I can see all those filing cabinets," said Nelson, Director of Information Technology Services at Pennington County in Rapid City, South Dakota referring to a wall full of cabinets used to store the voter registration cards.

Nelson stated, "With over 50,000 registered voters in Pennington County the Auditor was tired of having to hire a person to go in and alphabetize all those files."
